Certification schemes

1. Technical regulation of the Customs union ТР ТС 004/2011 "On safety of low voltage equipment".

• Confirmation of conformity of low voltage equipment in the form of certification is performed under schemes 1с, 3с, 4с.
• Confirmation of conformity of low voltage equipment in the form of declaration is performed under schemes 1д, 2д, 3д, 4д, 6д.

2. Technical regulation of the Customs union ТР ТС 020/2011 "Electromagnetic compatibility of technical equipment".

Confirmation of conformity of technical equipment that requires confirmation of conformity to the requirements of electromagnetic compatibility in the form of certification is performed under schemes 1с, 3с, 4с

Confirmation of conformity of technical equipment that requires confirmation of conformity to the requirements of electromagnetic compatibility in the form of declaration is performed under schemes 1д, 2д, 3д, 4д, 6д.

3. Technical regulation of the Customs union ТР ТС 010/2011 «On safety of machines and equipment».

• Confirmation of conformity of the products in the form of declaration is performed under schemes 1д, 2д, 3д, 4д, 5д, 6д.

GOST R 3 and 3a certification schemes

These schemes are used for certification of the local facilities with the stable quality of products proven over long time, before obtaining the certificate of conformity. The production must have the Quality System Management certificate ISO 9001. The holder of the certificate and the producer are obligatorily the same entities (usually the local one, but it also can be a foreign producer). This scheme is called “certificate for regular production”.

Before the certificate is issued, a test laboratory runs the analysis of a sample of a product. Then inspection control is performed, and the sample for testing is taken from the warehouse of the company. 3a scheme, in addition to the procedures under certification scheme 3, presupposes the analysis of production right before the document of conformity is issued. It also presupposes the inspection control of the production. The effective term of such certificate varies from 1 to 3 years. These schemes are the most expensive option of assessment of conformity.

GOST R 5 certification scheme.

This scheme is the most complicated one. The samples for test check are taken both from the warehouse of the company and from the retail stores. Before the certificate is issued, the analysis of state of production and of stable execution of Quality System Management is carried out. This scheme can be applied in the following cases:

• If the shelf-life of products is lower than the term within which the test check of samples can be carried out;
• If there are extended requirements for consistency of products’ features;
• If technical processes are exposed to external influence;
• If impartial assessment cannot be done due to the samples selection;
• If tests can be run only after installation at the buyer’s premises;
• If products are frequently modified.

GOST R 7 certification scheme.

It’s recommended to apply when production or sale is of a one-time character. A batch of the product is checked. At that, a selection of products is made, i.e. an average sample is prepared according to the standard rules. This average sample is checked in an accredited laboratory. After this a certificate is issued without production inspection control. The validity term of a certificate in this scheme is not limited. The carrier of the certificate and the manufacturer are different entities. Frequently the applicant is a Russian company and the manufacturer is a foreign company. The Certificate states contract number, batch volume, specification to the contract and invoice.

GOST R 9 and 9a certification schemes

These schemes are used for the local producers and suit minor facilities and private entrepreneurs best. The schemes are applied when the products with fluctuating demand. Such products are produced sporadically and in small batches. It’s recommended to apply scheme 9 for the imported products, delivered in small batches by a producer with high quality of products. Scheme 9a is recommended for the local suppliers. These schemes don’t presuppose tests, a certificate is issued on the basis of the filed documents and the declaration of conformity.

GOST R 10 and 10a certification schemes.

These schemes are also used for private entrepreneurs and minor facilities which produce products in small batches, but over long time. These schemes presuppose inspection analysis of production and laboratory tests of samples of products.

Certification schemes 9 and 10a are provided for the products which have a declaration of conformity as a permission document.
